Funding Justification:
Numerous stewardship and restoration projects in the Blackfoot watershed have been identified through the U.S. Forest Service planning process in the Seeley Lake Ranger District and the Lolo National Forest, as well as through the Blackfoot Restoration Action Plan. The $750,000 annual funding request is based on USFS undertaking 3-10 projects annually on the Seeley Lake District and adjacent lands depending on the scope and scale of each project. The estimate is also based on the actual costs for stewardship and restoration under the Clearwater Stewardship Contracting Project and estimated costs by project type on US Forest Service Lands in the Blackfoot Watershed.
Actual Costs of the Clearwater Stewardship Project: $963,000
- Instream Improvements - $370,000
- Recreational Improvements - $312,000
- Watershed Road Improvements to meet BMPs- $200,000
- Road Decommissioning - $75,000
- Noxious Weeds - $4,000

Planning, Management and Monitoring Costs:
The pilot project will require day-to-day management and oversight at $200,000 per year and monitoring at $50,000 per year. Environmental analysis is required to be completed prior to implementing projects. We expect the USFS to conduct an EIS to be followed by EAs and CEs annually over the 10 year period. Project monitoring is required and will be conducted by the USFS with support from a monitoring committee. The estimated annual costs for environmental analysis for this project is $100,000 and is based on the average estimated planning costs for USFS to conduct environmental reviews are:
- $180,000 EIS Environmental Impact Statement
- $93,000 EA Environmental Assessment
- $32,000 CE Categorical Exclusion
